Sefer HaSheiltos was the very first halachic manuscript written after the completion of the Talmud, and is regarded as a premier and fundamental work of Jewish Law. The Rishonim ascribed great significance to Rav Achai’s opinion, and wrote: “One can rely on his ruling as if his words were written in the Talmud.” (Shu”t Maharam Rottenberg)


Rav Achai of Shivcha, lived in the early period of the Geonim, (circa 750 CE) and was one of the great sages in the Babylonian Yeshivah of Pumbedisa. In his final years he settled in Eretz Yisrael.
