In according with Rabbeinu Chaim Cohen  opinion that the mitzvah is not applicable in his days  Rabbi Yoel opinion is  that the difficulty of properly observing the mitzvos of the Land, along with the severity of transgressing laws in Eretz Yisrael, create a situation where it is better to refrain from entering this precarious situation in today’s day as well 
This essay was published in sefer Vayoel Moshe.
Rabbi Yoel of Satmar (1887 – 1979) was renowned for his firm stance against the Zionistic movement and its various factions. He avidly fought against those who came to Eretz Yisrael for the sole purpose of settling the land in his fame sefer Vayoel Moshe.
