The letter endorses assisting in the printing of sefer Chacham Lev by Rabbi Shlomo Chelm, author of Markeves HaMishnah on Shulchan Aruch Even Ha’ezer.
The manuscript of the treatise eventually came to the hands of Rabbi Chaim Yehuda Leib Auerbach who published it in Jerusalem, 1926. Rabbi Shimon’s endorsement, however, is not printed there.
Rabbi Shimon Babad (1839 – 1909) was the son and successor of the Minchas Chinuch. He wrote an introduction as well as several comments in his father’s
sefer and brought it to print. His Halachic discourses are recorded in
sefarim of the rabbis of his time.
