In the letter, Rabbi Meshulam Zalman requests from the leading powers to exempt the poor from the inheritance tax.
Rabbi Meshulam Zalman HaCohen (1739 – 1820) was the Av Beis Din and Rosh Yeshiva of Furth and author of Bigdei Kehuna. He was a disciple of Rabbi Yonasan Aibeshits and an avid opponent of the reform movement in Germany.
