The letter is signed by the rabbinical leaders of the Sephardic and Ashkenazic communities, led by Rabbi Moshe David Ashkenazi of Tolcsva.

Rabbi Moshe David Ashkenazi of Tolcsva (1780 – 1856) was the author of Toldos Adam and rabbi of Tolcsva for forty years. At age seventy he immigrated to Eretz Yisroel where he published his sefarim. He later moved to Zhfath and served at its helm until his death. Additionally signed are Rabbi Shmuel Heller and leaders of the Sephardic community of Tzfas, Rabbi Chaim Nachum Mizrachi and Rabbi Shmuel Abu.
